Kroger investigated Adams' relationship with Beau Breedlove, a man who was seventeen when the two met.
Their relationship took place before Adams was mayor.
After six months of investigation and interviews, Kroger has delivered his conclusion.
John Kroger: "We've done everything we can to verify whether there's sufficient evidence to bring a criminal case. And we've determined there's not sufficient evidence to bring a criminal case."
Kroger's staff investigated five possible ways in which Adams might have broken the law, including illegal sexual intercourse and official misconduct.
During the course of the investigation, neither Mayor Adams nor Beau Breedlove spoke under oath.
Kroger's office will release a full written account of the investigation, as a response to public records requests, within the next few days.
