Man shot, killed by city police

An Elgin police officer responding to a domestic disturbance call Monday morning shot and killed a man who was armed with a rifle, according to Oregon State Police. 

Richard Lee Shafer, 60, died at the scene at 480 S. Eighth St. in the small community about 20 miles northwest of La Grande, according to state police.

The officer involved, whom state police did not identify, responded at 7:27 a.m. to Shafer's residence. Inside, "the officer fired at least one round from his handgun striking the man at least once," according to a state police news release.

Court records available online show the state dismissed charges of theft and contempt of court against Shafer in 1990 and 1998, respectively.

The officer was uninjured and is on paid administrative leave. "No other information will be released pending approval from the Union County District Attorney's Office," the news release said.

The Union County Major Crimes Team is investigating the case, according to state police.
