Adoption Ban Puts Orphans At Center Of U.S.-Russia Dispute

Russian lawmakers have approved a measure that would bar Americans from adopting Russian children. The ban is part of a package of measures Russia is taking in retaliation to U.S. legislation aimed at penalizing Russians for involved in human rights abuses. Opponents of the ban say it treats Russian orphans as pawns in a political game. The measure does not go into effect unless President Putin signs it.
