With Wallets Bulging, States Must Decide How To Spend Their Cash

After years of cutting budgets, many states now enjoy surprising budget surpluses. This raises a question for governors and legislators around the country: What should be done with the extra money? Some want to cut taxes or replenish rainy day funds, while others want to restore funding to programs such as education and human services that were cut deeply during the recession. With three dozen governors up for re-election this year, these battles have taken on extra significance.
