Oregon Attorney General: No Charges Against Cogen

Former Multnomah County Chairman Jeff Cogen will not face criminal charges, Oregon’s attorney general announced on Friday.

Cogen resigned earlier this year amid controversy surrounding an extramarital affair with a county employee, Sonia Manhas, who was also forced out of her job.

The state Department of Justice referred to “unauthorized disclosures from unknown sources” that Manhas told investigators that Cogen used marijuana, cocaine and ecstasy, but said that there was insufficient evidence to support drug-related charges.

The investigation into Cogen is now complete and no charges are forthcoming, Attorney General Ellen Rosenblum said.
