Major shipping companies are avoiding the Port of Portland. That's due to a complex labor dispute. It involves jobs related to operating refrigeration systems at Terminal 6.
Two unions claim the jobs. A federal judge has asked former-Governor Ted Kulongoski to mediate settlement talks as a "special master."
