Part conceptual art, part public transportation, Red Shoe Delivery Service is the brainchild of two women who offer strangers a ride to their destination if they agree to wear glittery red shoes (provided), click their heels together three times and say, "There's no place like home," just like Dorothy in "The Wizard of Oz." The artists videotape the transaction. The project is part of the annual Time-Based Art Festival.
