October 29, 2004 - Ballot Measure 37 Debate

A look at why Measure 37 ended up on the ballot, and a debate over the pros and cons of the measure. Measure 37 would require governments to compensate property owners when land-use restrictions reduce their property's value. Alternatively, the government involved could waive a contested restriction instead of paying compensation.
