Measure 48 limits increases in the state budget. The cap would be determined by adding the rate of population growth to the rate of inflation.

Supporters say this would help the state reduce waste and operate more efficiently. Opponents say the measure could lead to less money for essential government services such as education, public safety and heathcare.
