Rep. Brian Clem (D-Salem) has been advocating for this legislation for years. The last effort, in the 2011 session, got stalled in committee. Clem is particularly passionate about this because of a bizarre and bewildering experience his family went through when an insurer denied his mother-in-law’s claim because they were under the false impression that she was dead.
