Legislators are deciding whether or not to reconvene September 30 for a special session. The main agenda item would be a new compromise on cutting public employee retirement benefits. Legislative leaders presented a plan to caucuses Monday that is, in many ways, similar to one that failed to pass in the regular session in July. The new plan does include more tax cuts, which is designed to bring more Republicans onboard. Kitzhaber is unlikely to announce a special session unless he knows he’s got the votes to pass this new “grand bargain.”
