The vacancy rate in Bend has dropped to about a half a percent, which means it is nearly impossible for many people there to find a place to live. This is greatly affecting people who are low-income. But Kenny LaPoint, with the Housing Works agency in Bend, says the tight rental market also impacts people at middle and high incomes levels. We’ll talk with LaPoint about how this situation came to be and about proposed policy changes to help resolve it.
