The Port of Vancouver has until Aug. 1 to decide if it wants to opt out of a lease with companies planning to build the nation's largest oil-by-rail terminal.
Hundreds of people are expected to turn out Tuesday for the second public hearing on a proposed oil terminal in southwest Washington.
