A newly released report finds Jack Graham knew what he was doing when he tried to misallocate $200,000 in city funds. Colleagues had informed Graham that steering the funds from the budgets for the Water Bureau and Bureau of Environmental Services to protect his office from budget cuts was improper. When one co-worker warned he could get in trouble, Graham replied, “If it comes up, I’ll say ‘oops.’”
The report was completed in December 2012, but was kept from the public until Tuesday. The Multnomah County district attorney ordered the city to release the report after Oregonian reporter Brad Schmidt and Willamette Week reporter Nigel Jaquiss requested it.
Yesterday, Mayor Charlie Hales said he will not discipline Graham, because the funds were never transferred. Hales also said he had apologized to former Mayor Sam Adams for the critical comments he made of Adams’s administration on Think Out Loud.
