Developing West Hayden Island
Update Nov. 28: The planning commission said last night they are unlikely to vote on this issue by the end of the year.
Before he leaves office at the end of the year, Sam Adams would like to check "annex West Hayden Island" off his mayoral bucket list. This undeveloped land is owned by the Port of Portland. It's currently an unincorporated part of Multnomah County.
Adams has put forth a proposal to make 800 acres of West Hayden Island a part of the City of Portland, which would allow the Port to begin industrial development there. The Port says it wants to put in a marine terminal that would take up 300 acres of the land in question. Business and labor leaders say this would create jobs.
The mayor is on a tight timeline and his plan faces a few different kinds of opposition. Some say the process is too rushed, while others argue the land should be preserved as wildlife habitat. Residents of the island have also expressed concerns about how industrial construction could affect them.
