Oregon Bans Transgender Health Care Discrimination

The Oregon Insurance Division has ruled that insurance companies cannot discriminate against transgender individuals. The new regulations mandate that any procedure or treatment that would be provided to a non-transgender person — such as counseling, hormone treatment, or genital surgery — cannot be denied to a transgender individual. For example, if an insurance company would offer genital surgery for someone who was maimed or intersex, they would also have to cover it for transgender individuals.

Proponents of the changes point out that when Portland and San Francisco removed exclusions from their employee health plans, premiums experienced little to no impact from the change.
