One idea that occurred to me while listening to your program today was that it could be a primer for towns who would rather not encourage homeless people to stay in the area. Simply do not offer any more service past a bus ticket to the next town down the road. Harney county just decided that it did not want to spend any money on homeless services... so, they sent them to Bend. What if Bend and Redmond just gave them a sandwich and a bus ticket to Portland... or better yet... Salem?
