John Kitzhaber first appointed Elizabeth Harchenko to be Director of Oregon Department of Revenue in 1996. It is known by some, and has been proven by the Secretary of State auditors Elizabeth Harchenko fails to enforce tax law. Why did John Kitzhaber appoint Elizabeth Harchenko and has she accomplished that which he intended, the reduction of revenue to the government.

on The State of the State Hospital
Lack of staff is a direct result of the defunding of government. Reveiw the lack of revenue producing law enforcement, the increase in the number of tax discounts and the general desire of many to defund government so eventually government will disappear. People are working to ensure that places like the state hospital will, someday, not exist. Until the issue of defunding of government functions is addressed, the quality of services will decline until government functions no longer exist.

on The Economy and Domestic Violence
The domestic violence examples you site have nothing to do with the economy. If you wish to have a meaningful discussion of domestic violence, you should have an indepth show about the Family Abuse Protection Act, ORS 107.700 et sec. The law in Oregon, and the laws in most other states are poorly written and do not address several subjects which are important. In addition, many people think these laws actually protect people. They do not. They are simply an additional charge to add should the restraining order be violated. These laws can be used to severely damage, financially and emotionally, honest people who are falsely accused of domestic violence. Two groups, and perhaps others, are working to fix these laws and their effects. They are Fathers and Families and R.A.D.A.R. – Respecting Accuracy in Domestic Abuse Reporting.
I have found that lawmakers do not want to discuss this law. Many people who support this law have never read the law and do not know what it says or how it is used. Many do not want to review or revise this law because they believe they will lose what they have to protect victims of domestic violence, even though the law does not protect anyone.
I hope you will do a show about this law in the near future.

Measures 66 and 67 are a false step in the direction of patching a system that is severely broken. If our elected officials truly want to fix the taxing system they must put the needs of Oregonians above the needs of business organizations to which our Governor wants to cater. Our elected officials need to quit using the tax code for social engineering. We need to repeal all tax credits, simplify the tax code and use the tax code, and all other revenue producing laws, to obtain enough revenue to meet the needs of the residents of Oregon in the provision of education, public safety, human services, transportation infrastructure and those other activities whose provision is truly required to be done by the state and other governmental entities.

In 1990, there were about 2.5 million people in Oregon and about 1,000 people employed by Oregon Department of Revenue assisting taxpayers and enforcing revenue producing laws. In 2009, there are about 3.5 million people in Oregon and about 950 people employed by Oregon Department of Revenue. If we were to have the same ratio of Revenue Department employees to people living in Oregon, the Department of Revenue would have to hire about 400 people. The Director of Department of Revenue is asking for about 42. The Governor is creating temporary jobs. Considering auditors and collectors would pay for themselves and more, why isn't the budget allowing for the hiring of 400 new, permenant employees at Department of Revenue?
