on Water: From the Bottle or the Tap?

Who owns the water that I collect in my gutters? I collect water in barrels for watering my lawn but in some areas water rights make it technically illegal to restrict the flow of water in a watershed. How do water rights laws impinge conservation efforts? Anyone know? Thanks.

Hey, the "wealthy" already pay their fair share. The top income earners in Oregon pay a comparable amount to all other income brackets combined.  If the state needs more money then we should all pay for it. The problem is that voters prefer to make people other than themselves pay for state services. We should all pay for the state services.

Regarding the E.Coli contamination: I thought chlorine is added to the water after it leaves the reservoir to kill contaminates like this. Chlorine kills e.coli, that's why it's added. The water warning created a lot of anxiety among water users. Maybe this water contamination notice is part of a drive to have the reservoirs covered. The contractor that gets that job will make a lot of money.
