The impact of Measure 61 on children of addicted parents will be more than substantial-we have to get parents who struggle with addictions into treatment, otherwise, our foster care system will be flooded with children of incarcerated parents, and children who are in the foster care system are substantially more likely to wind up in the justice system than than those who are not.
