If I buy stock and later sell it for more, I have a capital gain but have created no jobs. If I buy an apartment building and later sell at a profit, I have a capital gain but have created no jobs.
If I start a company, hire employees and successfully market my product or service, and later sell some stock at a profit, I have a capital gain and have created jobs.
Does anyone have any idea of how much of the capital gains tax revenue comes from each of these categories? Don't the capital gains also reflect the results of jobs that were created in the past and not that the money realized from the sale of the capital assets are going to create new jobs?

I have always wondered how budgeting for substitute terachers was done and whether it could be reduced or eliminated. If each school were required to absord the duties of an absent teacher within the existing staff by doubling up classes, using the principal or assistant or some other method would there be significant savings?
My experience has been that classes with substitute teachers are frequently not very productive. Teachers would be less likely to call in sick for frivolous reasons knowing they would be putting an extra burden on the rest of the staff.
If the amount spent on substitutes is significant, I think this should be an area of some creative thinking.

I would like to offer an alternative to licensing bikes in order to raise revenue for bike related purposes. Licensing bikes would be difficult and costly, but licensing riders would be much easier and not penalize those who have more than one bike. Riders could be licensed by requiring an endorsement to their driver's license the same way that motorcycle operators are currently. Riders over some age ( 16, 18?) could be required to obtain this endorsement. People who do not have a drivers license could have the endorsement to their ID card. The additional administrative cost for a program like this should be minimal.
