Clearly we know what works. We have several school where the students are doing very well  Rather than do a wholesale redesign, it would be wiser to learn from the schools that are doing well, identify those best practices, and replicate the best pracitces in the schools that are struggling.

The whole system redesign is like amputating your hand, because you broke one finger.
