Earlier this week, the Hillsboro City Council voted 4-to-3 to declare its community as a sanctuary city. After a long and emotional meeting, Mayor Steve Callaway broke the tie.  

Given that state law already makes Oregon a sanctuary state, the vote was largely symbolic. But Callaway says symbolic gestures can be important – and have practical ramifications.
