Portland, Oregon is one of those cities that always seems to be on the list of "most-livable" places. It has good mass transit, lots of parks and plenty of bike paths. But there are also problems, caused in large part by a population that has grown on a consistent upward curve for 150 years.
As land-use planners struggle to anticipate growth trends 30 or 40 years in advance, there is mounting immediate pressure to allow development of the city's open spaces.
The issues are complex and involve many intangibles. What is the value of a forested acre in the middle of a paved city? How much is a piece of native habitat worth? And what is the best and highest use for riparian land in a city setting? The Three Rivers Land Conservancy is trying to help people understand the underlying worth of special lands and then choose a path of conservation.
