Teens Indicted On Murder Charges In Fatal Shooting Of North Portland Man

Portland, Ore. Nov. 1, 2019 12:04 a.m.

Two teenagers accused of fatally shooting a man in North Portland are facing six charges, according to an indictment announced Thursday by the Multnomah County District Attorney's office.

Sixteen-year-old Aaron Criswell and 15-year-old Richard Rand were indicted for shooting 65-year-old Ricky Malone Sr., two weeks ago. Authorities say the two teens, along with an unnamed 14-year-old, aimed a shotgun at Malone and demanded he surrender his car. When he refused, police say they shot him in the chest, and drove off in his car. Malone died from a single shot to the chest.

Criswell and Rand are being charged as adults under Oregon’s Measure 11 law. That law only applies to juveniles who are at least 15, which is why the 14-year-old is being treated differently. That boy's name has not been released, and the District Attorney's office noted that authorities are "unable to provide the name, date of birth, the act(s) alleged in the petition, the names and addresses of the minor’s parents/guardians, whether the youth is employed or in school, and/or the time and place in which the youth was taken into custody," by law.

Criswell and Rand face one count of first degree murder, two counts each of second degree murder, as well as robbery, burglary and a count of "unauthorized use of a vehicle."

In earlier released documents, authorities said the teens were captured on video cameras in the area driving Malone's car in the drive-thru of a Portland Taco Bell. The District Attorney's office said the boys had attempted a home invasion earlier on Oct. 14 – the same day they shot Malone.

All three teens are being held at the Donald E. Long Juvenile Detention Center in Northeast Portland.
