Tigard City Manager Brent Stockwell resigned Tuesday, a month and a half after the City Council placed him on leave.
“Following recent discussions about the City’s leadership direction, Mr. Stockwell informed the Council of his decision to resign,” newly-appointed Mayor Yi-Kang Hu said in a press release Tuesday afternoon. “We appreciate his service and contributions to Tigard and wish him well in his future endeavors.
Stockwell’s time leading Washington County’s third-largest city lasted less than six months. He began in his role as city manager in June. According to his contract, Stockwell had an annual salary of $225,000. He previously worked as a city administrator in Scottsdale, Arizona.
Asked why Stockwell was on leave, the city declined to comment.

The resignation is just the latest in a recent string of turnover and turmoil at Tigard City Hall. Hu was appointed last month after the previous mayor, Heidi Lueb, resigned following an investigation that found she “engaged in disrespectful workplace conduct.”
As OPB previously reported, several high-level city staffers left the city in the past year, citing a toxic work environment.
“As we shared with the community after the resignation of the former mayor, the Council is committed to doing better – strengthening leadership, culture and accountability across our organization,” Hu’s Tuesday statement continued.
Both Hu and Acting City Manager Emily Tritsch expressed a desire for stability. According to the press release, Tritsch will continue serving as acting city manager.
The city stated it will share details on the process for replacing Stockwell as the council moves forward.
