After a standoff, officers announced shortly after 8 p.m. that they had taken a suspect into custody. Officers also announced they had lifted a shelter in place order that had been in place for hours.

The suspect has not yet been identified and officials have not detailed any injuries. A news conference was planned for 9:30 p.m. in Sandy.

Prior to the arrest, the suspected shooter had confined themselves to a residence, according to the Sandy Police Department.

“We ask that people continue to avoid the area,” the agency wrote on social media. “Residents in the area should continue to shelter in place.”

Neighbor Jaiden Garcia, 18, said he heard gunshots and then sirens as law enforcement raced to the scene. He came to the area to see what was going on and saw a man who he believes was the suspect walking around the second floor of a duplex through a window.

“At first it was shots ... and then all you could hear, for like a good hour, was sirens just coming down and going,” Garcia said.

OPB reporters on scene saw that responding officers had one woman in custody, though it wasn’t immediately clear why. Officers were creating a perimeter around the scene.

At least one armored vehicle, called a Rook, designed for breaching structures had been stationed near the scene. But, shortly 8 p.m., reporters noticed several of the heavy vehicles left the scene.

Several agencies from across the metropolitan area flocked to the scene. Police from Wilsonville, Happy Valley, and Gresham responded, as well the Oregon State Police and some deputies with the Washington County Sheriff’s Office.

The update follows an earlier post where the agency reported that its own officers, joined by police from “other agencies,” had responded to a domestic disturbance and reported shooting.

The incident occurred in the 39500 block of Evans Street, according to the post.

Activity on first-responder logs showed that multiple ambulances responded to the scene.
