At least three people are dead and a Sandy Police Department officer is wounded after officers exchanged gunfire with a suspect during a domestic disturbance call.
Sandy Police Department Chief Patrick Huskey confirmed in a brief press conference hours after the shooting that there are “multiple victims deceased” and that the officer is in stable condition after being taken by helicopter to the hospital.
Bryan Moore, 38, was lodged into Clackamas County Jail late Sunday on suspicion of murder and kidnapping, jail records show.
Moore faces three counts of murder, two counts of kidnapping, and one charge each of felon in possession of a weapon and attempt to commit a crime. Those charges could change as Moore is expected to be arraigned in the days ahead.
“There is no ongoing community threat,” Huskey said. “Everything is safe at this time. I understand everyone wants answers and information right now, but this remains a very dynamic and active investigation.”
The arrest concluded an hourslong standoff in Sandy. According to neighbors interviewed by OPB, gunshots first rang out before 4 p.m.
Neighbor Jaiden Garcia, 18, said he heard gunshots and then sirens as law enforcement raced to the scene. He came to the area to see what was going on and saw a man who he believes was the suspect walking around the second floor of a duplex through a window.
“At first it was shots ... and then all you could hear, for like a good hour, was sirens just coming down and going,” Garcia said.
It wasn’t clear what happened between the arrival of law enforcement and the first shots being fired. The incident occurred in the 39500 block of Evans Street.
Sandy police were joined on the call by Clackamas County Sheriff’s Office deputies, Huskey said. Clackamas County Major Crimes Team was conducting the investigation, he said.
Police from Wilsonville, Happy Valley and Gresham responded, as well the Oregon State Police and some deputies with the Washington County Sheriff’s Office.
Meanwhile, neighbors had received emergency notifications to shelter in place. The notification lifted after the suspect surrendered.
In an update around 7 p.m., the Sandy Police Department confirmed that the suspect had confined himself to a residence.
“We ask that people continue to avoid the area,” the agency wrote on social media. “Residents in the area should continue to shelter in place.”

At least one armored vehicle, called a Rook, designed for breaching structures had been stationed near the scene. Armored vehicles were present until shortly after 8 p.m.
OPB reporters on scene saw that responding officers also had one woman in custody, though it wasn’t immediately clear why. Officers were creating a perimeter around the scene.
