The Portland City Council adopted Vision Zero in June 2015 with the goal eliminating traffic related fatalities. Since then, traffic deaths have continued to be an issue on Portland streets. There were 42 deaths in 2016, 47 in 2017 and 37 in 2018. Bartlett's death is the 40th traffic related fatality so far this year in Portland.
