The sheriff’s office said 23-year-old Cody Cunningham obtained firefighting clothes Wednesday and entered the restricted area, which is being heavily patrolled by law enforcement.

Cunningham is charged with theft by deception and a parole violation.

"At this point we don’t know what his intentions were, but certainly they were not good," said Multnomah County Sheriff Mike Reese. "We’re hoping that through the interview processes we are able to determine what he was doing out there."

Cunningham was previously convicted in Multnomah County court of luring a minor and attempting to commit a class A felony.

Those 2014 charges stemmed from a case in which Cunningham, who was 18 at the time and serving in the Oregon National Guard, sent naked photos of himself to a 12-year-old boy at a camp.

Court documents at the time said Cunningham repeatedly pressured the child to reciprocate, according to The Oregonian/OregonLive.
