The city of Eugene says that nearly 3,000 people in the city have no home to sleep in. The mayor and city council have asked the state of Oregon to "treat homelessness as a crisis" and will also consider an ordinance that would let some people experiencing homelessness spend the night in pre-approved locations in order to keep warm during the winter.
