How Does Tuition-Free Community College Work?

If Gov. Kate Brown signs SB 81, Oregon will become the second state in the country to offer tuition-free community college to all high school graduates who meet certain requirements. Tennessee was first to try a statewide free community college program. We hear how the program has gotten off the ground there.
