Gary Blackmer is passionate about his work. He's measured the efficiency and effectiveness of government agencies at the city, county, and state level. That may sound boring, but Blackmer says it's been fascinating to observe so many different kinds of jobs over his 30-year career. He thinks of his job primarily as identifying problems and suggesting solutions to those problems.

One of the accomplishments he points to in his time as auditor for the City of Portland is helping to establish the Independent Police Review Division, a process he describes as "bruising."

Blackmer is retiring at the end of this year. We'll talk to him about his career and what he's learned about how government actually works.
