Loretta Smith and Jo Ann Hardesty are headed for a November runoff for the open seat on Portland’s City Council. 

The rift between Multnomah County Chair Deborah Kafoury and Commissioner Loretta Smith flared again Thursday, in the wake of Kafoury using vulgarity toward Smith at a meeting last month.
