The Oregon Department of Revenue anticipates receiving more than 2 million tax returns in a  year. As of July 10, the agency has received just over 1.8 million returns thus far.

According to Rich Hoover with the revenue department, those who have put off filing their taxes can still apply for an extension to file the actual paperwork. But Wednesday is when the bill comes due for Oregon taxpayers.

“If they need an extension because they’re not ready to file, they’ll need to send in a request. That usually gives [taxpayers] another six months before they actually have to file the paperwork,” Hoover said.

Those who apply for an extension have until October 15 to file their tax documents, six months after the original tax deadline in April.

“[But] by the 15th of this month, if they owe taxes, that has to be paid,” Hoover said.

July 15 marks three months since Oregon Gov. Kate Brown extended the state's original tax deadline due to the coronavirus pandemic. Oregonians who owe tax payments but cannot pay can work with the agency to establish a payment plan.

“We encourage folks, if they are struggling financially, we encourage them to contact us. We’ll certainly work with them the best we can. We’re always open to that,” Hoover said.

The clock is also ticking for Portland residents to pay the $35 Arts Education and Access Income Tax, which supports arts education at city schools and some of the region's arts and cultural groups.

The annual tax is due to adult Portland residents with an income of $1,000 or more, including anyone who moved into or out of Portland in 2019. Adults with income less than $1,000 during that period, or people who were living below the federal poverty level may claim an exemption.

The city's arts tax has been a point of contention since voters approved it in 2012. Critics have denounced its instability, strict penalties and aggressive enforcement tactics used on those who fail to pay.

Taxpayers must complete and file the arts tax return and pay the tax by July 15 to avoid a penalty.
