Jade District manager Todd Struble describes the endeavor as "half neighborhood association, half business association."  The Jade District, which is located in the area surrounding SE 82nd Avenue and Division Street, is one of the city's neighborhood prosperity initiatives. That means the Portland Development Commission has invested in community economic development efforts there.

The Asian Pacific American Network of Oregon (APANO) is the Jade District's fiscal sponsor and has organized a number of events and community meetings to talk about economic development as well as anit-displacement, as a wave of gentrification moves east. The most prominent event so far has been the Jade International Night Market, a festive event which last year attracted 20,000 people over four consecutive weekends.
